News Release: 6/9/2025 Remove Jubilo Village funding from the city's 2025-2026 budget and to vote no on Agenda item A-3.

Dear Mayor O'Brien:

 

The Culver City Chamber of Commerce is comprised of over 400 members, many of whom are small businesses located in Culver City and owned by Culver City residents. Several members of the Chamber's board of directors live in Culver City. As a consequence, the Chamber's nexus with the Culver City community transcends merely commercial interests.

 

At its May 29,2025 general board meeting, the Chamber discussed the city's 2025-2026 budget and, in particular, Culver City's involvement in a project known as Jubilo Village. 

 

We considered Culver City's potential commitment to approximately $20 million of its general fund reserves in order to build 93 affordable housing units. Making such a commitment when the city is facing a significant structural deficit is poor fiscal management. The Chamber board voted overwhelmingly to oppose the adoption of a budget that jeopardizes the well-being of your 40,000 constituents for the benefit of very few.

 

Concerning Agenda item A-3, we question why the City is approving an agreement with the Jubilo Village developer that allows it to receive more than $3 million of the city's initial $4 million payment, in the form of developer fees and expense recoupments, before it even secures a construction loan.

We therefore urge you to remove Jubilo Village funding from the city's 2025-2026 budget and to vote no on Agenda item A-3.
